Richard has a Master of Arts degree in Counseling and is a Licensed Mental Health Counselor. He began his work in behavior change in the 1980s as a Military Policeman while in Germany. There he worked with soldiers and civilians, encouraging appropriate behavior so as to avoid using more restrictive measures. He has worked in the realm of specialized education as a Behavior Technician working with ESE and SED students. He has worked as a Juvenile Probation Officer helping youth move toward adaptive behavior through a RE-ENTRY program.

In community mental health agencies, he has provided serves as a Therapist, an In-Home Counselor, an ITOS Intake clinician, a Comprehensive Behavioral Health Assessor, a School Clinical Interface Therapist, a Licensed Intake Specialist for an entire agency for both their in-and-outpatient programs, and as Clinical Director for Care 4 America. As a Behavior Specialist working for the State of Florida,he has facilitated clients deemed as “incompetent to proceed” to modify their maladaptive behavior through the use of intense behavior modification. He has helped clients suffering with a myriad of psychiatric problems in a Partial Hospitalization Program as the Lead Therapist. He has been in private practice and has developed and operated a Sex Offender Treatment Program, a Substance Abuse Treatment Program, an Anger Management Program, and provided general mental health services to individuals, families, and children. He has worked with combat veterans returning from war zones helping them with Post Traumatic Stress Disorder, depression, anxiety, anger, substance abuse, and many other issues related to readjustment. He is specialized in working with PTSD and Behavior Modification. Richard Frank has been a clinical member of the American Counseling Association, the Association for Specialists in Group Work, and the Association for the Treatment of Sexual Abusers.
